The Facts
During the first year for which complete records are available,1960, the average daily traffic flow on the M1 near Luton was under 20000 vehicles. In 1992, the last full year for which records were available, the equivalent figure was almost 115000 vehicles, six times greater! Of this approximately 17%, or some 20000, were HGVs (above the national average of 13.7%).

Table 1 Shows the Annual Average Daily Traffic (AADT) flows on the M1 in 1992 between J10 and J15. J10-J11 were busiest with 112300 vehicles and J14 J15 quietest with 90500 vehicles per day.

Table 2 shows the predicted traffic flows, at the time of the report (1993), giving high and low growth predictions. The high growth prediction for traffic flow between J13 and J14 was 180300 vehicles a day by 2015! A growth in traffic of something between 59% and 87% by 2015 was predicted using the Department of Transports National Road Traffic Forecasts (NTRF).
